Wilkes-Barre Concrete provides concrete contractor services, including but not limited to driveway installation, patio construction, foundation work, sidewalk building, stamped and decorative concrete, retaining walls, pool decks, concrete steps, slab foundations, concrete footings, foundation raising, concrete cutting, and related services. Services are provided to residential and commercial customers in Wilkes-Barre, PA and the surrounding service area.
All services are subject to site assessment and availability. We reserve the right to decline any project we determine falls outside the scope of our capabilities or that presents unsafe working conditions.
All estimates provided by Wilkes-Barre Concrete are based on information available at the time of the site visit. Estimates are provided in writing and are valid for 30 days from the date of issuance unless otherwise stated.
An estimate is not a binding contract. A project does not begin until you have reviewed and accepted the written estimate and both parties have confirmed the scope of work. If site conditions discovered during work differ materially from those observed during the estimate, we will notify you of any price adjustments before proceeding.
We do not engage in surprise billing. Any change to the original scope of work that affects the price will be communicated to you in writing before additional work is performed.
Project start dates are scheduled based on permit timelines, crew availability, material delivery, and weather conditions. We will provide you with a confirmed start date and will notify you of any changes as early as possible.
Concrete work cannot be performed in extreme weather conditions, including temperatures below 40 degrees Fahrenheit or above 95 degrees Fahrenheit, heavy rain, or other conditions that would compromise the integrity of the finished work. Rescheduling due to weather is at our sole discretion and does not constitute a breach of agreement.
If you need to cancel or postpone a scheduled project, please notify us as soon as possible. Cancellations made after materials have been ordered or mobilization has begun may be subject to a fee to cover actual costs incurred. We will communicate any such fees to you before they are applied.
Payment terms are outlined in your written estimate or project agreement. We typically require a deposit before work begins, with the remaining balance due upon completion of the project. Specific deposit amounts and payment schedules will be communicated in writing before any work starts.
Payment is due upon completion unless a different schedule has been agreed upon in writing. Invoices that remain unpaid beyond 30 days from the completion date may be subject to a late fee. We reserve the right to pursue collection of overdue balances through appropriate legal channels.
Accepted payment methods will be communicated to you before your project begins. We do not accept payment through channels not disclosed in advance.
Where required by local ordinance or regulation, Wilkes-Barre Concrete will apply for the necessary permits before beginning work. The cost of permits is typically included in the project estimate; if not, it will be itemized separately. You are responsible for ensuring that your property has no easements, deed restrictions, or homeowner association rules that would prohibit or restrict the work being performed. We are not responsible for delays or costs resulting from restrictions that were not disclosed to us before work began.
Wilkes-Barre Concrete warrants that all work will be performed in a workmanlike manner consistent with industry standards. If a defect in workmanship is identified within a reasonable period after project completion, we will return to evaluate and address the issue at no additional charge, subject to the conditions below.

Except as stated above, all services are provided without warranty, express or implied, including any implied warranty of merchantability or fitness for a particular purpose.
To the fullest extent permitted by applicable law, Wilkes-Barre Concrete shall not be liable for any indirect, incidental, consequential, special, or punitive damages arising from the use of our website, the provision of our services, or any delay or inability to provide services. Our total liability to you for any claim arising from a service we performed shall not exceed the total amount you paid us for that specific project.
